Warm homes |

To seek approval to bid for green homes funding that will support residents living in fuel poverty across Scarborough, Ryedale, Hambleton and Richmondshire
Members were asked for their agreement for NYCC to submit a bid for this funding if suitable solutions for agreeing a provider are found. Officers are working with procurement and legal teams. The next steps would be:
· Continue discussions with procurement and legal to identify options for securing a provider to deliver these measures in fuel poor households · Once information on how to bid for this funding is announced a bid will be pulled together and submitted if it is deemed feasible Members asked if rented, as well as home owners, were eligible. Carly Walker confirmed this was for social landlords, private landlords and private households. The criteria will be to target those most in need.
AGREED: Members gave approval to bid for funding.

Advocacy |

Members were asked to approve a proposed 12 month contract extension from 1st April 2021 to 31st March 2022 for the Independent Advocacy services. These are specialist services including; · Care Act Advocacy · Independent Mental Capacity Advocacy Service (IMCA); · Deprivation of Liberty (DoLs) Safeguards Relevant Persons Representative (RPR); · Independent Mental Health Advocacy Service (IMHA) The reason for the request was due to Covid, and a delay in the Liberty Protection Safeguards. A 12 month extension would enable NYCC to re-procure services post-Covid in a better market and also incorporate LPS requirements. NYCC and CCG currently commission independent advocacy services across North Yorkshire and York. AGREED: Members approved the contract extension. Key Decision Reference: HAS 2/2021 |

Outstanding debt |

Following the HAS Executive meeting in October, officers were asked to provide additional information relating to the outstanding debt.
AGREED: Members asked to see clear advice from Legal Services. They also wanted to see a draft copy of the letter being sent to the debtor and receive reassurance of changes to the appropriate processes
